• The PUC hereby issues Notice of Rulemaking and Public Hearing for the purpose of affording interested persons an opportunity to submit data, views, or arguments, orally or in writing, in response to the Commission's plan to amend the current Rules and Regulations Governing the Implementation of a Renewable Energy Standard (adopted by the Commission on January 1, 2006.) The hearing will be at 9:30 a.m., February 8, 2007 at the PUC's office. Below are the rules and regulations in both form existing and proposed in a redacted version specifying additions and deletions:
  • Current RES Regulations adopted on January 1, 2006
  • Proposed First Amended RES Regulations (1st amendment 1/07)
• Fat Spaniel Technologies - Comments on proposed rulemaking (2/8/07)
• Division of Public Utilities - Comments on proposed rulemaking (2/9/07)
• Conservation Services Group, Inc. - Comments on proposed rulemaking (2/9/07)
• National Grid - Comments on proposed rulemaking (2/12/07)
• The PUC extends the comment period until February 22, 2007.
• The PUC issues Supplemental Notice of Rulemaking and Hearing for the purpose to make further amendment to the current rules. The PUC proposes to add to the terms "Aggregate Owner" and "Verifier" under the Definition section of the rules. The hearing will be at 10:00 a.m, April 16, 2007.
  
  Proposed Second Amended RES Regulations (2nd amendment issued 4/2/07)
• National Grid - Comments in response to Supplemental Notice of Rulemaking and Hearing (5/3/07)
• PUC issues Order No. 19004 on comments to proposed rules (7/6/07)
• PUC adopts and issues amended RES Rules for effect July 25, 2007. The rules were filed with the RI Secretary of State on July 5, 2007.

Proceeding in connection with the Commission's adoption of a policy change (July 2013):

• Commission's Rules Governing the Implementation of a Renewable Energy Standard effective July 25, 2007
• Commission issues Notice to Solicit Comments regarding the Commission’s interpretation of the effective date of eligibility of Renewable Energy Certificates (“RECs”) generated by Eligible Renewable Energy Resources. Comments are due not later then August 20, 2013.
• Division of Public Utilities - Comments (8/19/13)
• National Grid - Comments (8/19/13)
• Commission Order No.21165 approving a policy change regarding the effective date of eligibility of Renewable Energy Certificates generated by Renewable Energy Resources. Written Order issued September 26, 2013.
