Blue Jay Wireless was granted authority to operate as an Eligible Telecommunications Carrier (ETC) for purposes of Lifeline service on March 18, 2013. However, on February 15, 2019, Blue Jay Wireless’ certificate to operate as a Class VI telecommunications provider in Rhode Island was rescinded. This voided Blue Jay Wireless' eligibility as an Eligible Telecommunications Carrier, but a formal vote was not taken at the time. On April 29, 2026, the Commission voted to formalize Blue Jay Wireless’ ineligibility to operate as an ETC in Rhode Island.
